Audit records an intended multisig
SCV’s audit records an ERIS team response describing future multisig control of voting escrow. This records a representation to the auditor; it does not verify who held the deployed keys.
In his TLA proposal dated 12 August 2024, Philipp Mager stated that contract administration would transfer to Phoenix Directive Stewardship after one month and registry ownership after three. As of 18 October 2026, neither had been transferred. Mager had retained and repeatedly used these powers to change contract code, permissions and fee recipients.

What is established, and how it is counted
Two powers; two periods
Contract administration can replace a contract’s code through migration. Registry ownership controls configuration and assigned permissions. Neither is equivalent to a particular board payment vote, revenue-recipient account or selected operating permission.
The counting clock
The post specifies periods but no explicit start-event formula. The headline uses three calendar months after proposal 4817’s vote ended: 27 November 2024. Even starting from the later 2 September internal administrator transfer moves the cutoff to 2 December and leaves the same 31 actions in 19 transactions.
Completeness
The ledger reconciles the original ten contracts’ returned migration histories, administrator-change indexes, registry executions and targeted privileged calls. It is a verified minimum within those queries, not a claim to have recovered every private decision or every possible chain event.
What the retained powers were used for
The records include code replacement, permissions changes, admission of arbLUNA collateral, incentive-fee redirection, reward exclusions and an address-based staking restriction. A successful transaction proves the authority was exercised; the action count is not a count of crimes or losses.
Rationale and authorization
October 2026 contains a documented compromised-wallet incident and a separate chain response. That context is relevant to individual restrictions. No approved extension of the handover undertaking was found in the reviewed records. A security rationale and an amendment of the promised handover are different records.
Public-record context
A December statement about a PD-managed take-rate multisig concerns revenue custody, not upgrade authority. The 2023 Amplifier/ICS20 multisig discussion concerns different contracts. The audit’s multisig language records a team representation, not a certification of deployed key custody.

What would establish the original 2024 page?
The strongest additional records would be Common’s stored post and revision history for discussion 24385, or a copy captured in 2024 containing the actual text and page assets. Original notification emails, saved HTML or MHTML files, and dated browser captures from readers could corroborate that version. The earlier Wayback captures checked so far contain an application shell without the post text.
